Job DescriptionThe Practice Team is responsible for providing cutting-edge and integrated solutions to Indias urban development challenges by bringing together faculty and experts across diverse domains of knowledge and practice; exposing learners to real-life problems and integrating the practice into academics and research.This is a full time position, in the Practice Team at IIHS based out of Chennai. The Specialist will provide support to the Governance and Enabling Framework Component, and work closely with the Team Leader to deliver the following outputsProvide support to roll-out of the program via State and city agenciesLegal and Regulatory Review, and Recommendations to improve urban sanitation at the State and local levelsRevisions to the State Operative Strategy and Guidelines for Septage ManagemntShort and Medium Term Action PlanPreparation of State Financial Plan and inputs to Annual BudgetsSupport GoTN in planning, implementation and monitoring of relevant urban sanitation programmes including SBM (Swacch Bharat Mission), AMRUT, etc.In addition, s/he will be expected to contribute to other projects in IIHS Urban Practitioners Programme (UPP) and Practice programmes.Activities and TasksYour responsibilities would include, but not be limited to, the followingContribute to activities in the Governance and Enabling Framework Component, including the development and implementation of revised State Operative Strategy and Guidelines, and short term and medium term action plans;Interface and engage with the government of Tamil Nadu, relevant departments, clients, partners, communities, institutions, and other stakeholders for implementation of TNUSSP activities;Ensure the constitution and functioning of Advisory Committees, City level Sanitation Task Forces, and other program structures for consultation and decision-making;Contribute to preparation of the States Financial Plan and provide inputs to budgets;Contribute to review of legal and regulatory framework and mechanisms and provide recommendations for modifications in relation to urban sanitation, in the short and medium, and draft recommended changes to rules and regulations;Support the development and execution of baseline and midline studies;Develop and manage appropriate support procedures , protocols and for related urban sanitation programs including Swachh Bharat Urban, Amrut, Smart Cities in relation to urban sanitation;Carry out project management tasks as and when required including planning, budgeting, training, implementing, monitoring and supervising, evaluating and closing research and consulting projects;Teach and/or assist in teaching relevant courses in IIHS Academic and Executive Education Programmes;Provide support to other IIHS activities including, academics, research, operations and other activities;Participate in all activities of Institution-building at IIHS; carrying out tasks as assigned by IIHS; and travel on IIHS work within or outside the country as needed.This offer is on an exclusive basis, which implies that other professional assignments (whether compensated or not) that bear a potential conflict of interest with the IIHS can be undertaken only after obtaining formal consent from the IIHS.Structure and ReportingThe Specialist Governance and Enabling Framework, will report to the Team Leader, TNUSSP. The TNUSSP Team reports to the Chief- Practice, IIHS.Person SpecificationThe candidate is required to possess a professional degree in and training in Management, Public Administration, Urban Planning, Urban Environmental Services or a related discipline. She/he will have 5-10 years of relevant experience.The candidate should have a demonstrable track record of having worked in Urban Development projects with focus on urban environmental services. Prior urban experience specifically in the area of policy, governance, institutional and service delivery reforms will be important.S/he should also have experience of working in multi-disciplinary teams, have interfaced with government and donor agencies, possess good people management skills, and significant competency in project management and skills in Information Technology. Candidates should also have prior experience of working with government. Preference will be given to candidates with Tamil language skills, and work experience in Tamil Nadu.
